When you plan a home renovation or an office fit-out in Dubai, it helps to know exactly what an architect, an interior designer and a fit-out contractor each do, and what each is licensed to do. Under the licensing rules of Dubai's Department of Economy and Tourism (DET), an interior design consultancy and a fit-out contracting company hold different licence activities. Interior design consultancy is usually licensed as a professional activity, while fit-out contracting is licensed as a contracting activity, and the licence shows which one a company actually holds. Dubai Municipality only accepts permit applications from registered consultants and contractors, and architects and contractors carry a ten-year liability under Article 880 of the UAE Civil Code for serious structural defects.

Choosing the right party, or a single design and build firm that covers both design and execution, affects compliance, quality and your schedule.

Three roles, three sets of permissions

In summary, the three parties differ as follows:

  • Architect or engineering consultancy: focuses on structure, building envelope, facades and spatial volume; licensed as an engineering consultancy; can submit structural and building modification permits; carries decennial liability for structural safety.
  • Interior designer: focuses on interior layouts, visuals, joinery, finishes, lighting and furniture; licensed as a design consultancy; cannot pull a fit-out permit on its own; bound by its contract with the client.
  • Fit-out contractor: focuses on civil and MEP execution on site; licensed as a contracting company; can submit fit-out permits and arrange Civil Defence approvals; usually gives a contractual defects liability period after handover.

Always check the activities printed on a firm's trade licence against the work you are asking it to do.

The architect and structural design

An architect, working through a licensed engineering consultancy, designs the building's structure, facade and envelope, and prepares or coordinates the structural calculations.

  • Structure: footprints, foundations, slabs and shear walls designed to the Dubai Building Code.
  • Permitting: a licensed engineering consultancy can act as the consultant of record and submit structural building modification permits through the Dubai Municipality system, for example for villa extensions or mezzanine floors.
  • Decennial liability: under Article 880 of the UAE Civil Code (Federal Law No. 5 of 1985), the contractor and the architect are jointly liable for ten years for total or partial collapse of a building or fixed structure, and for defects that threaten its stability or safety.

The interior designer and the interior

An interior designer shapes how the space looks, feels and works day to day.

  • Joinery and millwork: wardrobes and dressing rooms, wall panelling, kitchens and vanities.
  • Materials and lighting: specifying veneers, stone, decorative lighting and acoustic finishes.
  • Licence limits: a pure design consultancy holds a professional licence. It is not licensed to carry out site works, employ trade labour for construction or act as the main contractor.
  • Permit limits: under the Dubai Municipality licensing standards for consultants and contractors, including Circular No. 133 of 2005, an interior designer cannot submit municipal permits independently. The design has to be engineered and submitted by a registered contractor or engineering consultancy.

The fit out contractor on site

The fit-out contractor turns approved drawings into the finished space.

  • Site execution: demolition, partitions, floors, waterproofing, electrical, plumbing, HVAC and fire systems.
  • Permits and access: a licensed contracting company can submit technical packages to Dubai Municipality, the Dubai Development Authority, Trakhees and Dubai Civil Defence, arrange building access passes, and request the completion inspection and certificate.
  • Defects liability period: most fit-out contracts include a defects liability period after handover, commonly 12 months, during which the contractor corrects defects in finishes, MEP fittings and joinery. The length and terms are set in your contract, so read them before you sign.

Separate appointments versus design and build

Owners usually choose between two ways of delivering a project.

Separate designer and contractor

Hiring an independent designer and then tendering the work to an unrelated contractor is common, but it can introduce friction:

  1. Feasibility gaps. A design may look right in the visuals but clash with Civil Defence sprinkler rules or the building's electrical capacity.
  2. Cost surprises. When the specification goes to tender, prices can come back above budget, which then forces value engineering and compromises.
  3. Blurred responsibility. When something goes wrong, designer and contractor may each point to the other, leaving the client to manage the dispute.

Single design and build contract

A design and build firm combines design, engineering coordination, permitting and site work under one contract:

  • Buildability checked early. Design decisions are tested against authority and developer rules as the concept develops.
  • One point of responsibility. One contract and one programme for design and execution.
  • Parallel work. Joinery can be fabricated off site while approvals are processed, which can shorten the overall programme.

Whichever route you choose, check the licence, the permit history and the references. Our guides to the questions to ask an interior designer in Dubai before hiring, checking an interior designer's references and reviews and choosing an interior designer in Dubai walk through those checks.

How each party charges for work

Each type of firm prices its work differently:

  • Architectural or engineering consultancy: usually a percentage of construction cost or a fixed lump sum, covering structural calculations, building permits and elevations.
  • Independent interior designer: an area-based rate, a percentage of project spend or hourly consulting, covering layouts, 3D visuals, joinery drawings and furniture and finishes specifications.
  • Fit-out or design and build contractor: usually a lump sum built on an itemised Bill of Quantities, covering permits, MEP, joinery and handover.

Frequently asked questions

Can an interior designer in Dubai sign off structural alterations?

No. Structural changes such as removing load-bearing walls, adding mezzanines or changing staircases need structural calculations from a Dubai Municipality registered engineering consultancy or structural engineer.

Why can't an interior design consultant pull my building permit?

An interior design consultancy is licensed as a professional service, not as a contractor. Dubai Municipality accepts permit submissions only from registered contractors and engineering consultancies, in line with its licensing standards and Circular No. 133 of 2005.

What is the difference between decennial liability and a defects liability period?

Decennial liability under Article 880 of the UAE Civil Code is a ten-year joint liability of the contractor and the architect for collapse or serious structural defects. A defects liability period is a contractual period, commonly 12 months, in which the fit-out contractor corrects non-structural defects in finishes, fittings and joinery.

Should I hire an architect or an interior designer for my villa renovation?

If the project involves extensions, facade changes, a pool or roof changes, you need an architect or engineering consultancy. If it focuses on internal layouts, finishes, joinery, bathrooms and lighting, an interior designer working with a licensed fit-out contractor, or a design and build firm, is usually the right fit.

What are the benefits of a design and build contract?

One contract covers the project from concept and approvals to joinery and handover. That reduces handover gaps between parties, allows some work to run in parallel and gives you a single point of responsibility.
