A restaurant fit out in Dubai runs on two regulatory tracks at once: food safety and hygiene requirements under Dubai Municipality, and fire and life safety requirements under Dubai Civil Defence. In practice this means a kitchen layout that moves food from receiving to service without crossing back, food-grade stainless steel on contact surfaces, a wet chemical fire suppression system over the cooking line, gas safety interlocks, grease interceptors on the drainage and registration on the municipality's digital food safety platform before the establishment permit is issued. This guide walks through each of those requirements and how they shape the design of the kitchen and the front of house.

Dining room design draws most of the attention in a new restaurant, but the back of house is where approvals are won or lost. Understanding the requirements for layout, fire suppression, gas, ventilation and drainage early lets the design team build them into the drawings rather than adding them after an inspection. The requirements below should always be confirmed against the current publications of Dubai Municipality and Dubai Civil Defence, because codes and procedures are updated.

Kitchen Layout and Food Flow

Dubai Municipality applies the Dubai Food Code to food establishments. The layout principle behind municipal approval is a one-directional flow based on HACCP (Hazard Analysis and Critical Control Point): food moves from dirty to clean areas without doubling back. A typical layout shows:

  • Receiving: a goods intake area kept apart from customer routes, where deliveries are checked.
  • Cold and dry storage: chillers and freezers with temperature monitoring, and separate dry stores.
  • Preparation: separate counters, sinks and cutting stations for raw meat, poultry, seafood and produce.
  • Cooking and pass: the hot line under the extraction canopy, ending at a pass counter where dishes are plated and collected.
  • Wash-up: pot wash and dishwashing areas separated from preparation, with their own drainage.

Hand Wash Station Placement

Hand wash basins are a frequent inspection point. Dubai Municipality guidance requires dedicated hand wash basins close to food preparation workstations, operated without hand contact (by knee, foot or sensor), with warm and cold water, liquid soap and paper towels. The required distance and number of basins should be confirmed with the Food Safety Department at layout stage, because they drive the position of plumbing points across the kitchen.

Stainless Steel and Sanitary Construction

Commercial kitchen equipment and surfaces in Dubai are built to hygienic construction standards. Food contact surfaces are commonly fabricated in food-grade stainless steel, typically AISI 304, with points to check including:

  • Material: a food-grade stainless steel of a gauge suitable for heavy use and hot chemical cleaning on preparation counters, shelving and sinks.
  • Joints: smooth, continuous welds finished to a sanitary standard, without lapped seams or exposed fixings in food zones.
  • Coving: a curved junction between floor and wall so that dirt cannot collect in a right-angled corner.
  • Floors: seamless, slip-resistant and resistant to hot oil and cleaning chemicals, such as resin screed or vitrified anti-slip tiles with epoxy grout.
  • Walls: smooth, light-coloured, washable finishes such as ceramic tiles or food-grade hygienic cladding up to the ceiling.

Fire Suppression Over the Cooking Line

Commercial kitchens produce heat and grease-laden vapour, which makes fire protection a priority for Dubai Civil Defence under the UAE Fire and Life Safety Code of Practice.

Cooking appliances that produce grease-laden vapour, such as fryers, griddles, open burners, woks and charbroilers, together with their hoods and duct collars, are protected by an automatic wet chemical fire suppression system listed to UL 300. Ansul R-102 is one commonly specified system, and DCD-approved equivalents are also used. In a typical installation:

  • Nozzles are positioned over each cooking hazard and inside the hood plenum.
  • The system has automatic detection and a manual release station on the exit route.
  • Discharge is tested during the DCD inspection before the fire safety certificate is issued.

Gas Safety and Shut Off Interlocks

LPG or piped gas lines to the kitchen are installed to the materials and methods that DCD approves, and the main supply is fitted with an automatic emergency shut-off valve. The valve is usually interlocked with:

  • The wet chemical suppression system, so gas is cut when it discharges.
  • Gas leak detectors in the kitchen.
  • The extraction system, so gas is cut if the exhaust fan stops.
  • The building fire alarm panel and the connected monitoring system.

For the wider approvals process, see our guide to Dubai Civil Defence approval for restaurant and hotel fit out.

Kitchen Ventilation and Extraction

Kitchen ventilation has to manage heat inside the restaurant and odours outside it:

  • Duct construction: exhaust ducts are built in steel with continuously welded seams so that grease cannot leak, and are laid to fall back toward the hood.
  • Fire-rated wrap: exhaust ductwork that passes through ceiling voids, shafts or other tenancies is usually wrapped with a fire-rated system accepted by DCD.
  • Odour control: where exhaust discharges near homes, walkways or building faces, a filtration unit combining electrostatic, carbon and UV stages is commonly required to remove grease and odour.
  • Air balance: the kitchen is kept at negative pressure relative to the dining room, with make-up air supplied to replace most of the air extracted, so smells do not drift into the dining area.

Grease Interceptors and Drainage

Dubai Municipality does not allow untreated commercial kitchen wastewater to be discharged into the public sewer. Key points for the design:

  • Grease interceptor: sinks, pot wash basins, floor gullies and dishwashers drain through an approved grease interceptor sized for the kitchen's peak flow.
  • Location: interceptors are not installed open beneath food preparation tables. They are placed in a ventilated service area or connected to an external interceptor.
  • Maintenance contract: operators keep a maintenance contract with an approved grease waste contractor, with collection records kept for inspection.

Registering on the Food Watch Platform

Food Watch is Dubai Municipality's digital food safety platform. During the fit out and pre-opening stage, the operator registers the establishment, typically including:

  1. Naming a trained person in charge with the required food safety certification.
  2. Connecting temperature monitoring for chillers and freezers where required.
  3. Recording approved suppliers and traceability details.
  4. Registering pest control and grease trap maintenance contracts.

Because the establishment permit depends on this registration, it is worth starting it before construction finishes. The current requirements are published on the Dubai Municipality portal.

Final Inspections and Handover

Before a restaurant can open, it passes a sequence of authority inspections. A common sequence is:

  1. Dubai Civil Defence: testing of the fire suppression system, gas shut-off, detection, emergency lighting and duct fire protection, which results in the fire safety certificate.
  2. Dubai Municipality building inspection: checking partitions, services and civil works against the approved drawings, which results in the building completion certificate.
  3. Dubai Municipality Food Safety Department: auditing the food flow, stainless steel fabrication, hand wash stations, drainage and Food Watch registration, which results in the food establishment permit.

Where the restaurant sits inside a hotel, these inspections fit into the wider opening programme described in our guide to the hospitality fit out timeline in Dubai. Frequently asked questions

Which stainless steel is used for commercial kitchens in Dubai?

Food contact surfaces are commonly fabricated in food-grade stainless steel, typically AISI 304, with smooth continuous welds. Confirm the current specification with Dubai Municipality at design stage.

Why does Dubai Civil Defence require a wet chemical system over the cooking line?

Grease fires cannot be safely extinguished with water. A UL 300 listed wet chemical system, such as Ansul R-102 or an approved equivalent, cools the grease and forms a layer that stops the fire reigniting.

What are the hand wash requirements in a Dubai restaurant kitchen?

Dedicated hand wash basins are placed close to food preparation workstations, operated without hand contact, and supplied with warm and cold water, liquid soap and paper towels. The required spacing should be confirmed with the Food Safety Department.

How are grease traps regulated for Dubai restaurants?

Kitchen sinks, dishwashers and floor gullies drain through an approved grease interceptor sized for peak flow. Interceptors are not placed openly in food preparation areas, and operators keep a maintenance contract with an approved contractor.

What is Food Watch and when does a restaurant register?

Food Watch is Dubai Municipality's digital food safety platform. Restaurants register during the fit out and pre-opening stage, recording the person in charge, suppliers, temperature monitoring and service contracts before the food establishment permit is issued.
