A Dubai Municipality (DM) fit-out approval is required for structural, layout and electro-mechanical changes to properties in mainland Dubai. Applications are made digitally through the Dubai Building Permit System (BPS), part of Dubai's single window for building permits, using UAE PASS. The permit fee is calculated on the modified built-up area, with a minimum charge and standard government e-service fees added; the current rates are published by Dubai Municipality. Permitting consultancies report that a complete standard fit-out application is commonly reviewed in 3 to 7 working days, and that purely cosmetic work can qualify for a faster self-decor clearance.
Starting work without the right permit exposes owners and tenants to fines, stop-work orders and orders to reinstate the property. This guide sets out the permit types, the digital workflow, the documents, the Civil Defence link, the timelines and the completion inspection.
Jurisdictions and permit types
Dubai Municipality covers mainland commercial, retail, residential and industrial property, but not areas under their own planning authority. Business parks such as Dubai Internet City, Dubai Media City and Dubai Design District fall under the Dubai Development Authority (DDA), and Ports, Customs and Free Zone Corporation areas fall under Trakhees.
Within DM jurisdiction, interior work generally falls into three tiers:
- Self-decor clearance: for non-invasive cosmetic work such as repainting, wall coverings, carpet replacement and loose furniture that does not change electrical circuits, plumbing or fire sprinklers. Consultancies report clearances in around 24 to 48 hours.
- Standard fit-out permit: the main route for villas, apartments and offices. It is needed when the work adds gypsum partitions, changes the reflected ceiling plan, moves HVAC diffusers, adds washrooms or modifies distribution boards.
- Building modification permit: needed when the scope involves structural work, such as new internal staircases, mezzanine levels, removal of load-bearing walls or large slab openings.
Digital workflow on the BPS portal
All mainland fit-out applications are submitted through the Dubai Building Permit System, which Dubai Municipality has integrated into the single window for building permits. The platform links DM with the engineering qualification system, BIM and GIS checks, and partner entities including Dubai Civil Defence (DCD), the Dubai Electricity and Water Authority (DEWA) and the Roads and Transport Authority (RTA).
Owners, tenants and unlicensed designers cannot upload technical applications themselves. According to the Dubai Municipality building permit steps, the application has to be filed by an engineering consultancy or contracting company registered with Dubai Municipality, signed in through a corporate UAE PASS.
How the permit fee is calculated
The Dubai Municipality fit-out fee has a simple structure:
- Base fee: a rate per square foot of the modified built-up area (BUA).
- Minimum charge: a fixed minimum per application, which applies to small units.
- Government e-service fees: the Knowledge Dirham and Innovation Dirham, added to each transaction.
- Renewal fee: charged if the permit has to be extended.
The current rates are listed on the Dubai Municipality services portal. Check them at the time of application rather than relying on figures quoted by third parties. The permit fee does not include the building management's refundable security deposit or the engineering and design fees for preparing the drawings.
Documents and drawing package
To avoid rejections on the portal, the contractor should assemble and check a complete submittal.
Administrative and legal documents
- Affection plan: the official site plan for the plot.
- Title deed or Ejari: proof of ownership or a registered tenancy contract.
- Landlord or developer NOC: a no objection certificate from the building owner, master developer or OAMC for the proposed scope.
- Contractor licence and DM registration: a valid trade licence from the Department of Economy and Tourism (DET) and the contractor's Dubai Municipality registration.
- Insurance: third-party liability and workmen's compensation cover, as required by the building and the municipality.
Technical drawing package checklist
Drawings are submitted in PDF and DWG formats, normally at a scale of 1:50 or 1:100:
- Demolition and strip-out layouts.
- Proposed architectural layout, with partitions, door swings and acoustic treatments.
- Reflected ceiling plan, with ceiling levels, access panels and lighting.
- Flooring and finishes schedule, including flame-spread ratings.
- Mechanical and HVAC drawings, with ductwork, air balance calculations and diffuser positions.
- Electrical single-line diagrams and distribution board schedules, including emergency lighting.
- Plumbing and drainage schematics, with grease interceptors where needed.
The Civil Defence approval link
Commercial fit-outs in mainland Dubai, including offices, clinics, shops, restaurants and schools, are tied to Dubai Civil Defence approval. When the work changes fire and life-safety systems, a DCD approval is needed in parallel with, or before, Dubai Municipality's site clearance. Typical triggers are:
- Adding or relocating sprinkler heads.
- Moving smoke, heat or duct detectors.
- Changing exit signage or emergency lighting.
- New partitions that subdivide fire compartments or lengthen travel distances to exits.
Drawings that follow the UAE Fire and Life Safety Code from the start avoid repeated review cycles. For restaurant and hotel projects, see our guide to Dubai Civil Defence approval for restaurant and hotel fit-out.
Review timelines and permit validity
Timing matters for residential handovers and for office rent-free periods. Permitting consultancies report the following typical durations:
- Standard fit-out review: around 3 to 7 working days after the fees are paid on BPS.
- Self-decor clearance: around 24 to 48 hours.
- Structural modifications: around 10 to 15 working days, because of structural review.
- Validity: a fit-out permit is reported to be valid for 6 months, with a 3-month extension available on application before expiry.

Penalties for unpermitted work
Skipping the permit carries real consequences:
- Fines for unapproved fit-out work, which rise for structural or life-safety violations.
- Stop-work orders issued on site by municipal inspectors.
- Reinstatement: the owner or contractor can be required to remove unapproved work and restore the approved condition at their own cost.
- Delays later: unresolved violations can hold up the completion certificate, the deposit refund and, for commercial premises, the trade licence.
Completion inspection and certificate
Finishing the work on site is not the end. The final step is the Dubai Municipality fit-out completion certificate.
- Inspection request: after completion, testing and snagging, the contractor books a completion inspection through BPS.
- Site audit: a municipal engineer checks that partitions, ceilings, MEP services and materials match the approved drawings.
- Certificate: if there are no non-conformities, Dubai Municipality issues the fit-out completion certificate, the closing stage listed in its building permit steps.
- Deposit and licence: the certificate is normally needed to release the building management deposit and, for commercial premises, to activate the trade licence with DET.
If your villa is in an Emaar or Nakheel community, the developer approval comes first. See our guides to the Emaar alteration permit and the Nakheel NOC for villa modifications.
Frequently asked questions
Can I apply for a Dubai Municipality fit-out permit myself as a tenant?
No. Drawings and applications must be submitted through BPS by an engineering consultancy or contracting company registered with Dubai Municipality.
How much does the Dubai Municipality fit-out permit cost?
The fee is a rate per square foot of modified built-up area, subject to a minimum charge, plus the Knowledge Dirham and Innovation Dirham. Dubai Municipality publishes the current rates on its services portal.
What is the difference between a self-decor clearance and a fit-out permit?
Self-decor covers cosmetic work such as painting, wall coverings, carpets and loose furniture that does not touch partitions, ceilings or MEP. A fit-out permit covers remodelling that involves partitions, ceilings, HVAC, plumbing or electrical changes.
How long does Dubai Municipality take to approve fit-out plans?
Consultancies report around 3 to 7 working days for a complete standard application with the landlord NOC in place, and around 10 to 15 working days for structural modifications.
What happens if my fit-out takes longer than 6 months?
The contractor applies through BPS to renew the permit before it expires. Renewal is reported to give a further 3 months, and a renewal fee applies.
