DDA Fit Out Approval for TECOM Business Parks in Dubai

A Dubai Development Authority (DDA) fit-out permit is required for office and commercial renovations in the business parks managed by TECOM Group, such as Dubai Internet City, Dubai Media City and Dubai Design District. Applications are made online through the DDA Zoning e-Services portal. According to the DDA fit-out permit service page, the fee is a rate per square foot of modified area with a minimum and a maximum charge, plus standard government e-service fees, and the published service time for an online application is 2 working days.

Fit-outs in these business parks come with their own zoning rules, coring limits and Civil Defence clearances. The Dubai Development Authority is the government body responsible for planning, building control and zoning in Dubai's knowledge and creative clusters. It took over these responsibilities from earlier bodies that included the original TECOM authority, which is why many people still refer to these areas as "TECOM" communities.

DDA jurisdiction includes, among others:

• Technology: Dubai Internet City and Dubai Outsource City.
• Media: Dubai Media City, Dubai Studio City and Dubai Production City.
• Design: Dubai Design District (d3).
• Education: Dubai Knowledge Park and Dubai International Academic City.
• Science: Dubai Science Park.

The DDA fit-out fee follows a published structure:

• Base rate: a fee per square foot of the modified interior area.
• Minimum fee: a fixed minimum per application, which applies to small units.
• Maximum cap: a ceiling per application, which limits the fee on large floor plates.
• Government e-service fees: the Knowledge Dirham and Innovation Dirham, added to each invoice.

Consultant blogs and property portals quote different rates for DDA permits, and some confuse DDA tariffs with Dubai Municipality rates. Budget on the figures in the official DDA fit-out permit service catalogue at the time you apply, rather than on secondary summaries.

DDA runs its submissions through the Zoning e-Services portal on dda.gov.ae. Applications must be filed by a contracting company registered with DDA, appointed by the tenant and holding a commercial licence with approved fit-out activities. A no objection certificate from the building owner or landlord is normally needed before submission.

DDA publishes a service time of 2 working days for online fit-out permit applications. That timeline depends on the drawings meeting DDA standards and all prerequisite NOCs being in place. Incomplete submissions are returned and the clock starts again.

Drawings submitted to DDA must follow DDA Circular No. 400, which sets out drafting standards for fit-out submissions. A typical package includes:

1. Base-build key plan: showing gridlines, core risers, exit routes and the tenancy boundary.
2. Proposed layout at 1:50 or 1:100: fully dimensioned partitions, offices, open-plan areas, meeting rooms, pantries and door swings.
3. Reflected ceiling plan: ceiling levels, bulkheads, acoustic baffles, lighting, access panels and diffusers.
4. Mechanical and HVAC layouts: ductwork, VAV or FCU positions, fresh air calculations and air balance schedules.
5. Electrical single-line diagrams: distribution board schedules, small power, server room supplies and emergency lighting.
6. Plumbing and drainage layouts: wet areas, pipe sizes, isolation valves and floor drains.

DDA applies strict limits to coring floor slabs for underfloor power, data and plumbing. As described on the DDA fit-out permit page:

• Core size: cores must be less than 200 mm in diameter, with no impact on reinforcement or post-tensioned tendons.
• Distance from columns: cores must be at least 1.0 m from any structural column or shear wall.
• Reclassification: coring of 200 mm or more turns the project into a building modification, which needs structural calculations and a separate submission.

DDA also states that fit-out fees are not refunded if an application is rejected because of undeclared structural work, so declare any structural scope at the start.

If the layout changes or the scope grows after the permit is issued, the contractor submits a design revision through the portal before booking the final inspection. DDA publishes the fee and a review time of 3 working days on its design revision service page. A DDA fit-out permit is valid for 6 months. If work runs longer, the contractor applies for a renewal, which adds 3 months at a time up to a maximum total validity of one year. Details are on the DDA fit-out permit renewal page.

Separately from DDA fees, the landlord or asset manager usually takes a refundable fit-out security deposit. It covers compliance with building rules, loading bay hours and protection of common areas, and it is normally released only when the DDA fit-out completion certificate is presented.

To occupy the space legally, activate the trade licence and recover the landlord deposit, the tenant needs the DDA fit-out completion certificate.

Dubai Civil Defence completion is a prerequisite. DDA will not carry out its final inspection or issue the certificate until DCD has inspected and approved the fire suppression, detection, emergency lighting and exit signage. Once the DCD clearance is uploaded with the trade licence and the required NOC, DDA processes the certificate within its published service time of 2 working days, as set out on the DDA fit-out completion certificate page.
