A full interior design and turnkey fit-out of a villa in Dubai commonly takes around 16 to 24 weeks from the first consultation to handover. A high-rise apartment is often in the range of 10 to 16 weeks, and a very large private residence with structural changes can run to 26 to 36 weeks or more. These are industry estimates, not promises: the real programme depends on the scope, the approvals route and how quickly decisions are made.

Promotional claims of a complete transformation in eight to ten weeks usually leave out the approvals. Developer NOCs, the Dubai Municipality or DDA permit and Dubai Civil Defence clearance commonly take three to six weeks on the critical path, and custom joinery is often fabricated over four to eight weeks in parallel. This guide walks through each phase so you can plan realistically.

The phases of a fit out

A well-run fit-out overlaps design, approvals, off-site joinery and site works rather than running them one after another. A typical villa programme, with indicative weeks, looks like this:

  1. Weeks 1 to 2: site survey and design brief.
  2. Weeks 2 to 4: space planning and concept design freeze.
  3. Weeks 3 to 5: 3D renders and detailed MEP engineering.
  4. Weeks 4 to 8: master developer NOC and Dubai Municipality or DDA permits, with Civil Defence where needed.
  5. Weeks 6 to 12: off-site joinery fabrication and stone procurement.
  6. Weeks 8 to 10: site protection and controlled demolition.
  7. Weeks 9 to 12: MEP first fix for HVAC, electrical and plumbing.
  8. Weeks 11 to 15: screeding, acoustic insulation and waterproofing flood tests.
  9. Weeks 14 to 18: joinery installation, wall panelling and MEP second fix.
  10. Weeks 17 to 20: final authority inspections and snagging.
  11. Weeks 19 to 22: deep cleaning, styling and handover.

Concept design and technical detailing

The project starts on site with a measured survey that checks the as-built dimensions against the base plans and records the condition of MEP risers and services. Getting this right first avoids redesign later.

Over the following weeks, the designer develops layouts, circulation plans and a material palette. Once you approve the floor plan, the space plan is frozen. Late changes after this point are the most common cause of delay, because they affect the drawings that go to the authorities and the joinery that goes into production.

The technical package follows: 3D renders of each room, reflected ceiling plans, HVAC modifications, electrical load schedules, plumbing layouts and an itemised bill of quantities. This package is what the developer and the authority review, so its completeness drives the approval timeline.

Developer NOCs and authority approvals

Statutory permitting is the critical path in most Dubai renovations. Expect three to six weeks across the developer, the municipal authority and Civil Defence. Indicative steps:

  1. Master developer NOC: architectural drawings and, where relevant, structural calculations go to the developer, for example Emaar or Nakheel, for the alteration NOC. Developer turnaround is commonly reported at around 7 to 14 working days. See our guides on the Emaar alteration permit and the Nakheel NOC for villa modifications.
  2. Municipal permit: the full architectural and MEP package is submitted through the Dubai Municipality building permit system for mainland properties, where Dubai Municipality sets a review standard of 5 to 10 working days. In DDA business districts, the DDA fit-out permit has a service standard of 2 working days for complete submissions. See our guides to Dubai Municipality fit-out approval and DDA fit-out approval.
  3. Trakhees: in areas under Trakhees jurisdiction, the permit goes through Trakhees instead. See our guide to Trakhees fit-out approval.
  4. Dubai Civil Defence: approval for sprinkler coverage, smoke detection and emergency lighting where the layout changes affect fire and life safety systems.
  5. DEWA: needed if you are increasing the electrical load, for example for a home cinema, a spa or extensive landscape lighting.

Site works and off site joinery

Once permits are issued and gate passes are in place, work starts on site while custom joinery is manufactured off site.

Joinery fabrication and demolition

Joinery does not need to wait for site works. Dressing rooms, wall panelling, vanity units and metalwork can be fabricated in a workshop over around four to eight weeks, provided the shop drawings were approved during design. At the same time, the site is protected (floor protection, lift and corridor boards) and non-structural demolition is carried out, with debris removed through approved disposal channels. Demolition usually takes one to two weeks.

MEP, screed and waterproofing

MEP first fix commonly takes two to four weeks and covers electrical conduits, plumbing supply and drainage, and HVAC duct changes. Subfloors are levelled with screed and acoustic layers where required. Wet areas receive a waterproofing membrane, and each wet area should be flood tested and the result recorded before tiling, in line with Dubai Municipality engineering requirements. Stone or timber flooring follows.

Joinery installation and second fix

Factory-finished joinery is delivered and installed, typically over three to five weeks. In parallel, ceiling second fix (recessed lights and linear diffusers) and sanitaryware are fitted. Protecting the installed joinery during the remaining trades is essential, so ask how the contractor will do it.

Inspections, snagging and handover

The final weeks make sure the property is compliant, defect free and ready to live in.

  • Authority inspections: the contractor coordinates final inspections with Dubai Civil Defence and Dubai Municipality, DDA or Trakhees to obtain the completion certificate. This also allows contractor security deposits to be released.
  • Snagging: a systematic inspection, room by room, with a written list of defects and a date for closing each one.
  • Cleaning and styling: post-construction cleaning, then loose furniture, carpets, art and accessories.
  • Handover documents: an operations and maintenance manual, paint and finish references, material warranties from suppliers and the statutory completion documents.

Durations by property type

Indicative durations vary by property type and the main drivers of the critical path:

  • High-rise apartment: commonly 10 to 16 weeks. Main drivers are building management lift bookings, restricted working hours for noisy works and district cooling balancing.
  • Standalone villa: commonly 16 to 24 weeks. Main drivers are developer NOCs, external changes such as pergolas, waterproofing tests and the volume of custom joinery.
  • Large private residence or penthouse: commonly 26 to 36 weeks or more. Main drivers are electrical load upgrades, multi-level structural changes, imported stone and home automation.

What causes the most delays

Most overruns trace back to a small number of causes:

  • Layout changes after the design freeze, which force permit resubmissions and joinery redesign. Our guide on handling changes and revisions during a fit-out project explains how to control them.
  • Incomplete submissions that are returned by the developer or the authority.
  • Long shipping lead times for imported materials that were ordered late.
  • Slow client decisions on finishes, samples and mock-ups.
  • Building rules on working hours and lift access that were not planned for.

Frequently asked questions

Can a villa fit-out in Dubai be completed in eight weeks?

A cosmetic refresh can be. A full turnkey fit-out of a large villa with MEP changes, developer NOCs, municipal permits and custom joinery realistically takes around 16 to 24 weeks. Rushing waterproofing or structural phases risks fines and poor workmanship.

How long does Dubai Municipality take to approve fit-out drawings?

Dubai Municipality sets a review standard of 5 to 10 working days through its building permit system, provided the submission is complete and the NOCs are in place.

What causes the most common fit-out delays in Dubai?

Layout changes during construction that need permit resubmissions, slow developer NOCs and long lead times for imported materials.

Can joinery be built while waiting for permits?

Yes, if the joinery shop drawings are finalised during design. Fabrication can then run off site while the developer and authority approvals are processed.

Are working hours restricted during renovations in Dubai?

Yes. Building management and master communities set the hours for noisy works, and towers are usually stricter than villa communities. Check your building or community rules before you fix the programme.
