Renovating a villa on Palm Jumeirah, or fitting out a unit in another Nakheel or PCFC community, follows a different approval path from most of mainland Dubai. The building control authority here is Trakhees, the Department of Planning and Development of the Ports, Customs and Free Zone Corporation (PCFC). Before Trakhees will open a file, the owner needs a No Objection Certificate (NOC) from Nakheel as master developer. The two approvals run in sequence, and the Trakhees Code of Conformity issued at the end is what Nakheel asks for before it releases the owner's security deposit.

This guide sets out where Trakhees is the permit authority, the order of approvals, the documents and accreditations involved, the design rules that commonly apply on Palm Jumeirah, and how projects are closed out. Fees and timelines change, so treat the ranges here as planning guidance and confirm current requirements on the Trakhees website and the Nakheel Online Services portal before you apply.

Where Trakhees is the permit authority

Trakhees is the regulatory arm of PCFC, a Government of Dubai entity (pcfc.ae). Its planning and civil engineering mandate covers land developed, managed or owned by Nakheel, PCFC and affiliated port entities. The areas most often discussed are:

  • Palm Jumeirah, including Signature Villas, Garden Homes, Shoreline apartments and the Crescent.
  • Jebel Ali Free Zone (JAFZA) and Dragon Mart.
  • Dubai Maritime City and Port Rashid.

For inland Nakheel communities such as Jumeirah Islands, Jumeirah Park, Discovery Gardens, Jumeirah Village Circle and Jumeirah Village Triangle, published sources disagree on whether the statutory building permit sits with Trakhees or with Dubai Municipality. Do not assume either. Confirm the permitting authority with Nakheel at NOC stage, because it decides which portal your consultant submits to and which completion certificate closes the project.

Our companion guide to the Nakheel NOC for villa modifications walks through the master developer side of the process in more detail. For office and warehouse fit outs in JAFZA, the same Trakhees route applies, and our commercial office interior design page explains how we approach those projects.

The two Trakhees departments you deal with

Most fit out and renovation files pass through two Trakhees departments, and both need to be satisfied before the work can be signed off.

  • Civil Engineering Department (CED): reviews structural calculations, architectural compliance and building code matters, issues the modification permit, and at the end issues the Code of Conformity (COC), also referred to as the Modification Completion Certificate.
  • Environment, Health and Safety Department (EHS): reviews fire protection, public health, hazardous materials and environmental impact, and issues the EHS fit out design NOC and, for commercial premises, the Operation Fitness Certificate.

For a simple apartment refurbishment the EHS review may be light. For a villa with new kitchens, pools, gas lines or significant demolition, expect both departments to ask detailed questions, and allow time in the programme to answer them.

The approval sequence step by step

A common mistake is to approach Trakhees before the master developer has cleared the design. In Nakheel communities the sequence is linear, and skipping a step usually means resubmitting.

  1. Nakheel master developer NOC. The owner or appointed contractor applies through Nakheel Online Services. Nakheel checks setbacks, massing, community design rules and that the service charge account is clear.
  2. Trakhees CED modification permit. With the stamped Nakheel NOC, the contractor uploads the engineering package to Trakhees online services using the current modification application form shown on the portal.
  3. Trakhees EHS NOC. Submitted in parallel with the CED review, covering fire safety, environmental and waste matters.
  4. Works, inspection and Code of Conformity. After completion, the contractor requests an inspection, Trakhees inspects the site, and the COC is issued.
  5. Nakheel deposit release. The COC is submitted to Nakheel, which then releases the refundable security deposit.

How long each review usually takes

Sources commonly report the following ranges. They start once a complete submission is accepted and the fees are settled, so an incomplete file resets the clock.

  • Nakheel NOC review: around 5 to 10 working days, longer for extensions and pools.
  • Trakhees CED review: around 5 to 7 working days.
  • Trakhees EHS review: around 3 to 5 working days, running in parallel with CED.
  • COC issue after a passed inspection: around 3 to 5 working days.

Taken together, pre-construction approvals are commonly reported at three to six weeks for internal works, and eight to twelve weeks for major architectural or structural alterations. Plan the contractor's mobilisation date around the permit, not the other way round.

Fees and refundable deposits

Several separate charges apply. Amounts vary by scope and property type and are revised from time to time, so this guide does not quote figures. The current schedules are published by Nakheel on its service portals and by Trakhees on its online services.

  • The Nakheel NOC review fee, which scales with the modification scope.
  • The Nakheel refundable security deposit, which is lower for apartments and higher for villas and structural works, and is held until the COC is presented.
  • The Trakhees CED modification permit fee, which depends on scope and complexity.
  • The Trakhees EHS fit out design NOC fee.
  • Trakhees contractor accreditation and the SSRS supervisor qualification, which are the contractor's costs but worth confirming before you appoint.

Ask your contractor to list every authority and developer charge separately in the quotation, with the deposit shown as refundable, so that quotations can be compared on the same basis.

Palm Jumeirah design controls to plan for

Nakheel community management applies architectural controls across Palm Jumeirah villas and frond plots. The points below come up most often at design stage. Your consultant should check the current community guidelines for your specific plot.

  • Roof level: permanent enclosed structures above the roof parapet are generally not permitted.
  • Roof terrace shading: lightweight, non-permanent or retractable pergolas are the usual accepted approach.
  • Facade colours: exterior changes are expected to stay within the approved Nakheel colour palette.
  • Beachfront boundary walls: heights and sight lines are controlled, and works near the shoreline face additional scrutiny.

Raising these questions early saves a redesign. A pergola or roof terrace that looks simple on a mood board can become the item that holds up the NOC.

Structural rules on reclaimed marine land

Palm Jumeirah sits on reclaimed, vibro-compacted marine sand, so structural changes attract more engineering scrutiny than a typical mainland interior. A geotechnical soil investigation report is commonly required where the scope includes:

  • Building an infinity pool or plunge pool.
  • Adding a basement gym, cellar or spa.
  • Casting slab extensions or adding a mezzanine floor.
  • Removing or altering load-bearing columns or shear walls.

In these cases the consultant typically submits structural modelling, and the structural drawings are stamped by an engineer accredited with Trakhees CED before the permit is issued. Pool excavations near the beach also need attention to dewatering and to the stability of adjoining retaining walls and the shoreline revetment.

Contractor accreditation and the SSRS scheme

Trakhees does not accept modification applications from contractors who are not registered with it, and a contractor without Trakhees accreditation cannot manage an active site in PCFC jurisdictions. Before appointing anyone, check three things.

  1. Trakhees corporate accreditation. The contracting company holds an active accreditation profile with Trakhees, renewed annually.
  2. Safety Supervisor Registration Scheme (SSRS). A site supervisor holding a current SSRS certificate issued by Trakhees is assigned to the project and is present during hot works, structural demolition and heavy lifts.
  3. Third-party liability insurance. A valid policy at the coverage level Trakhees requires, with Trakhees or PCFC and Nakheel named on the policy as required.

Ask for copies of all three with the quotation. If any is missing or expired, the file will stall at submission or the site will be stopped at inspection.

Closing out with the Code of Conformity

The final milestone is the Trakhees Code of Conformity. Without it, Nakheel will not release the deposit, and the modification is not formally recorded as approved.

  1. Snagging and testing. The contractor completes finishes, MEP testing and balancing, and its own snag list.
  2. Inspection request. The contractor files the inspection application through Trakhees online services using the inspection request shown on the portal.
  3. Joint site inspection. A CED building inspector and an EHS officer check that partitions, openings, MEP services and materials match the approved drawings.
  4. COC issue. If there are no critical snags, Trakhees issues the COC, commonly within 3 to 5 working days.
  5. Deposit release. The COC is uploaded to Nakheel, which processes the refund of the security deposit.

Keep the approved drawings on site throughout the works. Inspectors compare what was built against what was approved, and changes made during construction without updating the drawings are a frequent reason for a failed inspection.

Common reasons files get held up

  • Outstanding service charges on the Nakheel account, which block the NOC application.
  • Drawings submitted to Trakhees before the Nakheel NOC is stamped.
  • A contractor whose Trakhees accreditation or SSRS supervisor certificate has lapsed.
  • Structural changes submitted without the geotechnical report or an accredited engineer's stamp.
  • Site changes that were not added to the approved drawings before inspection.

If you also own property in an Emaar community, the process there runs through different portals. See our guide to the Emaar alteration permit for villas and apartments.

Frequently asked questions

Why do Palm Jumeirah approvals take longer than many mainland projects?

Two bodies review the work in sequence. Nakheel must issue its NOC before Trakhees CED and EHS start, and structural or pool works add geotechnical and engineering review. Internal works commonly clear in three to six weeks, while major alterations can take eight to twelve weeks.

How much does a Trakhees fit out permit cost?

The CED permit fee depends on scope and complexity, and there is a separate EHS fee, a Nakheel review fee and a refundable Nakheel deposit. Current amounts are published on the Trakhees and Nakheel portals. Ask your contractor to list each charge separately.

Can any licensed Dubai contractor work on Palm Jumeirah?

No. The contractor needs active Trakhees accreditation and an SSRS-certified site supervisor, plus the third-party liability insurance Trakhees requires.

How is the Nakheel security deposit refunded?

After the works pass the Trakhees inspection and the COC is issued, the COC is submitted to Nakheel, which then processes the refund.

Which authority issues permits in Jumeirah Islands and Jumeirah Park?

Sources disagree, with some listing Trakhees and others Dubai Municipality. Confirm with Nakheel at NOC stage before your consultant prepares the submission.

Are roof terrace enclosures allowed on Palm Jumeirah?

Permanent enclosed structures above the parapet are generally not permitted. Lightweight or retractable shading is the usual accepted approach, subject to the community guidelines for your plot.

Fees, forms, portals and timelines are revised from time to time by Trakhees and Nakheel. Confirm current requirements on the official portals before you submit.
